Actually.. I think they're water rats. I haven't read the poem for a while but I think they're mentioned somewhere.

yeah.. you're right:

said fair Goldberry. "Bubbles you are blowing,
frightening the finny fish and the brown water-rat,
startling the dabchicks, and drowing your feather-hat!"
